What is involved with Litter Picking now that was not being done before? <br />Litter collection at the West Hawai'i Landfill is performed on an emergency basis. <br />Management of these efforts has been modified to increase the efficiency of collection. <br />As wind conditions can not be predicted, variable wind conditions require that sufficient <br />resources be mobilized to the landfill with limited notification. Given these requirements, <br />costs have increased in order to meet the requirements of timely collection. Per the <br />Division's recently approved 2003-2004 Supplemental Budget Request for "W. Hawaii <br />Landfill Litter Control "funds expended for litter control at the West Hawai 'i Sanitary <br />Landfill exceeded that amount originally estimated for FY2003-2004. FY2004-2005 <br />Budget estimates utilized current cost generation rates and the acquisition of additional <br />resources to support the site's County -operated disposal area. <br />PAGE 13 <br />1. State Worker's Compensation rules establish not only <br />the reserved amounts for the injuries, but also determines the settlement amounts for the <br />claims. Therefore, the department can only control the work conditions of its employees. <br />It cannot control the medical, legal, and settlement costs of the industrial injuries. <br />Our new Division Chief and Acting Solid Waste Superintendent are actively addressing <br />the working conditions of the employees. The division is working with its supervisors to <br />insure that employees receive proper training and equipment to perform their duties. The <br />division is also encouraging its employees to report potentially unsafe work conditions to <br />reduce the potential for accidents. <br />16 <br />
