SEWER FUND <br />PAGE 1 <br />DEPARTMENT GOALS <br />1. Should goals include statement about revenues and self-sufficiency? <br />We could establish a goal that the Sewer Fund remains self-sufficient. <br />PROGRAM OBJECTIVES - ADMINISTRATION <br />1. What efforts are being taken to improve collections? <br />Immediate: <br />• We'll be accepting credit cards as a method of payment. <br />• We're taking a closer look more frequently at our accounts with outstanding balances <br />to determine possible write-offs. Hawaii County Code Section 2-109 regarding <br />uncollectible accounts was recently changed to remove the requirement of 2 -year <br />delinquency before write-offs for accounts that are determined uncollectible. <br />• We've implemented charging interest on our payment plans as an incentive to <br />accelerate the pay off period for delinquent balances before it gets referred to a <br />collection agency. <br />• We also have a new collection agency with extensive experience with government and <br />utility accounts, proposed better success rate, and supported by more collection <br />resources. They also use electronic transmissions for reports and information which <br />accelerates the process and allows more options and time for collections. <br />• Attend and participate in scheduled monthly collection meetings held to monitor the <br />progress on collections, establish new methods and procedures to reduce and <br />improve collections, as well as formulate changes in immediate and long-term <br />policies to reduce delinquencies. <br />Long-term: <br />• We would like to work with the Council on a change to Hawaii County Code to make <br />the property owner ultimately responsible for delinquent charges. <br />• Other possibilities are shutting off water or blocking the lateral connection for <br />accounts with unpaid sewer bills. <br />• With the upcoming FRESH system, a central accounting system with information <br />from all departments can be established to merge County vendor, contract and <br />accounts payable information with outstanding receivables to establish other <br />collection opportunities. <br />PAGE 2 <br />PROGRAM OBJECTIVES — OPERATIONS <br />1. Maintain preventable sewage spills to less than 5 per year. <br />1. If the spill is preventable, there should not be any spills. Wording appears as though <br />the Wastewater Division is ineffective or not doing the jobs. Recommend change in <br />language. <br />17 <br />
