Preventable spills are those that we could have theoretically prevented. Prevention <br />methods generally include inspecting, cleaning and repairing damaged sewers and pump <br />stations. In order to completely prevent the spills, we would need to inspect or clean <br />lines much more frequently than we do now. This would be prohibitively expensive and <br />not cost effective. Historically we used to have quite a few preventable spills every year <br />and most other counties still have them. We have been fortunate to have gotten ahead of <br />this problem in the last few years and now rarely have a preventable spill. However, just <br />because other agencies continue to have preventable spills does not mean they are <br />ineffective. The problems are many and it is not easy to avoid spills. We could change <br />the language to "theoretically preventable". <br />2. Obtain acceptable rating from the Department of Health for at least 60% of our total <br />number of facilities for FY 03-04. <br />1. How bad is it currently that we do not have acceptable ratings for all County of Hawaii <br />facilities? In order to obtain acceptable ratings, what will the cost be? <br />It is not necessarily bad that we do not have acceptable ratings for all our facilities. In <br />order to obtain all acceptable ratings, regulatory as well as financial obstacles need to <br />be addressed including removal of sewer connection exemptions and funding for effluent <br />reuse in Kona, which would cost between $5-10M. <br />3. Maintain laboratory quality control for FY 03-04. <br />1. Please explain when we started to maintain laboratory quality control. What kinds of <br />tests does this cover? <br />We have always maintained laboratory quality control.
