the APD and in the APD enabling ordinance. The minimum land area required for an <br />Agricultural Project District is five acres. (See Exhibit B - Section 25-6-50 <br />Agricultural Project District, 25-5-70 Agricultural District and 25-5-80 Intensive <br />Agricultural District sections of Zoning Code) <br />6. Coastal Zone Management, HRS, Chapter 205A: The entire State of Hawaii lies <br />within the Coastal Zone Management area. The intent of the Coastal Zone Management <br />Program is to guide and regulate public and private uses in the coastal zone management <br />area with respect to recreational resources, historic resources, public access to the <br />shoreline, scenic and open space resources, coastal ecosystems, marine resources, <br />economic uses, coastal hazards, managing development, public participation, and beach <br />protection. <br />7. Special Management Area: The project site is located approximately five (5) miles <br />from the shoreline and not within the County's Special Management Area (SMA). The <br />SMA is a part of the Coastal Zone Management Program regulated by the County. <br />DESCRIPTION OF PROJECT SITE AND SURROUNDING AREA <br />8. Subject Properties: The project site consists of two contiguous parcels located <br />approximately .6 miles mauka of Pahala in an area formerly known as Meyer Camp. The <br />camp, as well as other camps in the general area, were abandoned and demolished by the <br />plantation in the 1960's. According to Real Property Tax Office records, the applicant's <br />dwelling and equipment storage building are located on TMK: 9-6-5: 18. The properties <br />are located approximately five (5) miles from the ocean at an elevation of 1,300 - 1,900 <br />feet. The subject site has a variety of farm crops on approximately ten acres. The entire <br />site was formerly planted in sugar cane. There is a gradual 10 to 15 percent slope towards <br />the ocean. Located within TMK: 9-6-5: 18 is parcel 47, a County -owned parcel <br />approximately 4,487 -square feet in size. Located within TMK: 9-6-6: 4 is parcel 21, <br />another County -owned parcel approximately 871 square -feet in size. These two County - <br />owned parcels are not part of this application. <br />-3- <br />
