Arakaki, Chairman <br />and Members of the County Council <br />County of Hawaii <br />25 Aupuni Street <br />Hilo, HI 96720 <br />Dear Chairman Arakaki and Members: <br />Change of Zone Application (REZ 03-030) <br />Applicant: Hester Farming Co., LLC <br />Request: A -20a to Agricultural Project District <br />Tax Map Key: 9-6-5:18 and 9-6-6:4 <br />The Planning Commission, after a duly held public hearing on March 5, 2004, voted to <br />recommend for your approval the proposed legislative bill to change the district classification for <br />approximately 171+ acres of land from an Agricultural 20 -acre (A -20a) to the Agricultural <br />Project District. The property is located approximately 1.5 miles north (mauka) of Pahala <br />Village in the vicinity of the former Meyer Camp, Palima and Paauau Ist, Ka`u, Hawaii. <br />The Commission concurs with the following Planning Director's reasons for recommending <br />favorable consideration of the change of zone: <br />The applicant is requesting a change of zone from Agricultural (A -20a) to <br />Agricultural Project District to subdivide the 171.577 -acre site into twenty-five 5 to 12 - <br />acre lots. The objective is to provide smaller, more manageable farming acreage from <br />land that was formerly devoted only to sugar cane. The applicant intends to retain at least <br />75 acres for their own operation. The properties are proposed to be subdivided by mid - <br />2004. The estimated cost of infrastructure improvements is approximately <br />$1,000,000.00. The applicant is seeking an Agricultural Project District instead of a <br />change of zone to allow deviations from the standard infrastructure and water <br />requirements normally required with a change of zone.
