COUNTY ENVIRONMENTAL REPORT <br />AGRICULTURAL PROJECT DISTRICT REZONING REQUEST <br />HESTER FARMING CO., LLC <br />PALIMA AND PAAUAU, KA -U, HAWAII <br />TAX MAP KEY: (3) 9-6-05: 18 & (3) 9-6-06: 04 <br />I. INTRODUCTION <br />The applicant, Hester Farming Co., LLC, is requesting the rezoning of a <br />177.577 -acre area from Agriculture (A -20a) to Agricultural Project District <br />(APD) zoning in Palima and Paauau, Ka'u, Hawaii. (See Figures 1 & 2) <br />The subject site is located in the area formerly referred to as "Meyer Camp", <br />approximately 1.5 miles mauka of the town of Pahala. The subject site <br />consists of 2 contiguous parcels. The larger parcel (parcel 18) consists of <br />112.397 acres, while the other parcel (Parcel 4) encompasses 59.18 acres. <br />If approved, the applicant intends to subdivide the 17(.10 -acre site into <br />twenty-five (25) 5+ to 12+ acre lots. The goal of the applicant is to provide <br />smaller, more manageable farming acreage out of land that once was <br />devoted totally to sugar cane. The target of these lots would be to area and <br />island residents interested in farming at affordable prices. The applicant <br />intends to retain at least 75 acres for its own operation. <br />II. PROJECT LOCATION <br />The subject area is located approximately 1.5 miles mauka of the town of <br />Pahala. This area was formerly referred to as "Meyer Camp". That camp, <br />as well as a number of other camps in this general area were eventually <br />abandoned and demolished by the plantation in the 1960's. <br />The primary access to the subject site from the town of Pahala is from <br />Huapala Street and eventually over a road easement. Huapala Street <br />intersects with Maile Street in the vicinity of the former mill warehouse in the <br />town of Pahala. <br />A good portion of the area surrounding the subject site has been converted <br />from sugar cane to macadamia nut and eucalyptus tree farms. The subject <br />site has a variety of farm crops spanning over 10 acres. There are <br />residences within the town of Pahala, approximately 1.5 miles makai of the <br />subject site. <br />1 <br />
