B. Proiect Components <br />As noted above, the applicant's goal is to provide affordable farm lots <br />with reasonable farm -related infrastructure. The applicant's proposal <br />includes the following components: <br />• Lot Size: Subdivide the subject site into 25 lots, with lots ranging <br />between 5 to 12+ acres. (See Figure 3) <br />• Price: The priority target market would be area residents, then <br />island residents, State and out-of-state buyers. The price would <br />be determined after the estimated and/or actual development <br />costs are calculated. The applicant is also exploring the possibility <br />of providing some financing for local residents. <br />Marketing: Using their knowledge, the applicant would help new <br />farming families determine a feasible plan for their operations, <br />including resuscitating the soil, land preparation, crop selection, <br />production practices and market opportunities. <br />• Water: An irrigation system is in the process of being developed. <br />by the applicant. This system would be made available to all lots <br />and would allow lot owners the opportunity to get access to <br />irrigation and potable water throughout the year. (See the section <br />on water for more information.) <br />Road: Vehicular access to the subject area from Pahala is already <br />available thorough an 18 -22 -foot wide pavement. This private <br />road was once used by the plantation during the sugar cane era. <br />The applicant intends to have all lots within the project serviced <br />from this road by either a 10 -foot wide paved road or 20 -foot wide <br />graveled roads, as the situation dictates. <br />• Utilities: There are no electric lines to this area. The applicant <br />currently uses solar with diesel generator backup. That will be the <br />intended means of service. Communications will be via cellular <br />telephone or satellite dish. <br />Residence: Only one farm dwelling would be allowed on each of <br />the property. <br />Association: A cooperative association would be formed by all of <br />the landowners for the maintenance of the road and water system. <br />
