A significant portion of Keokeo between Kaiminani and Holu in Coast View is privately <br /> owned. The cost of condemnation then purchase, presuming the legal criteria exists to do so, is <br /> not insignificant, especially if the property owners in the Keokeo community should elect to take <br /> legal action, if the criteria does not met the requirements for such action. It is the view of the <br /> undersigned that a safety factor is not solved, if Keokeo is opened, but rather a convenience is <br /> provided to the Coast View subdivision while creating a significant traffic safety <br /> issue at the Keokeo/Kaiminani intersection. <br /> 2. The cost to bring into compliance that portion of Keokeo and Holu which is substandard is an <br /> additional consideration. Twenty (20) feet wide for the County owned portion. <br /> 3. The intersection of Keokeo and Kaiminani is unsafe for those wishing to make a left turn up <br /> Kaiminani Drive. The visual distance, down hill, to the right, is obstructed by a the fast raising <br /> slope in the road. By stop watch measurement, the typical time from when an oncoming vehicle <br /> comes into view and reaches the intersection, is some 5-6 seconds. That's scary. The right hand <br /> <br /> turn is also in question due to the down slope and speed of automobiles from the left. <br /> <br /> 4.The alternate connection at Holoholo to Nana is planned by a developer. This is near the <br /> <br /> middle of the two sub-divisions and is clearly preferable for access by residence and the fire <br /> <br /> depaztment. <br /> 5.
