Memo to Sidney Fuke <br /> March 8, 2004 <br /> Page Two <br /> Our future analysis assumed that Queen Kaahumanu Highway would be widened to four <br /> lanes to Keahole by the time the proposed project is half built. We would like to point <br /> ouY that widening the highway from two to four will more than double the capacity of the <br /> <br /> highway since percent time following does not become a factor.
