Latimer Residence: 73-4329 Ke'o Ke'o street, Kailua-Kona, ~ 9674
cv r? ~
- N
LG
March 21, 2004 ~ ~
F~
- c~
Councilman James Arakaki
25 Aupuna Street
Hilo, Hi 96720
RE: Opening of Ke'o Ke'o Street Barricade
Dear Councilman Arakaki:
Phis letter is regarding our concern of the prospects of opening the barricade on Ke'o Ke'o Street.
Is it necessary to sacrifice "safety for convenience"? I hope not! The following are a list of safety issues that need
to be addressed:
1) Visual impairment crossing onto Kaiminani off Ke'o Ke'o from downhill and uphill speeding traffic
is extremely dangerous and will create other Vaffic problems.
2) From Kaiminani [o Ke'o Ke'o Street the road is narrow which allows one car to pass at a time and only
widens as one goes further north and curves sharply with short distance visibility coming from opposite
direction.
3) During rain cars have been known to swerve and slide which will be accident prone in that
vicinity.
4) Holu Street has no shoulder and a drop of approximately 15 fee[ in one area of the south end
approaching Ke'o Ke'o Street.
5) Also, Holu is very narrow and cannot support 2 vehicles driving in opposite directions.
The whole makeup of the community would change immensely if the barricade is removed. Right now it is a safe
walking path for many people in [he community not only the residents living on Ke'o Ke'o. Also, [he noise level
would be enormous and because the street is not wide enough [o support the proposed traffic it would be difficult for
some of the residents to depart from their driveways.
Our recommendation is to open a street that would be closer [o the Fire Station to provide necessary access during
emergency situations. Also, we support [he Palisades plan of opening HoloHolo first, OneOne and Iliili respectively
as north/south connection roads.
As stated before, safety should be [he main concem, visibility is impaired in certain areas of the street and the street
is no[ designed [o support such traffic.
We request your assistance and support to do all you can to prevent the opening of the barricade on Ke'o Ke'o
Street.
Sincerely,
Mark a Cynthia Latimer Q

Residents ~ `r 'Z , -1
Comm.
