While I recognize the necessity of the cre""'ation off'
north/south access roads, public safety should be the top priority in the creationuf these
roads, followed closely by serving the greatest number of citizens with taz`payer ~
expendituresin essence, getting the best "bang for the buck". Please altow me 4$
itemize a couple of important factors that should be considered in your de~sion. ~
1. The intersection of Keokeo Street and Kaiminani Drive provides extremely
limited sight distance for vehicles maneuvering turns. Vehicles traveling mauka/makai
on Kaiminani razely adhere to the 35 mph speed limit. This should not be expected to

change, even if you posted a 24-hour law enforcement official at the intersection.
2. The increase in traffic on Kaiminani Drive has been exponential over the past
15 yeazs and will continue to increase in a similaz fashion in future yeazs with the
development of new homes and entire subdivisions along Mamalahoa Highway and
Palani Road.
Considerable planning and implementation resulted in the creation of the Palisades Fire
Station at the bottom of Kaiminani. While this well-serves the residents of Palisades, it

offers very little increased protection to the residents of the subdivisions to the north.
Currently, emergency vehicles must travel to the top of Kaiminani at Mamalahoa
Highway, turn north, then travel back down the hill to access the subdivisions of
Coastview, Wonderview, Highlands and Keahole View Estates. Creation ofa new

north/south access point at Keokeo Street that is one of the furthest streets mauka of those

under consideration, would also accomplish little to reduce the response time of

emergency vehicles to these subdivisions.

I strongly support the connection of Holoholo Street to Nana Street and the extension

of Kauwila. This will serve a far greater section of the population. Attached is a map to

visually depict the following advantages.
1. Holoholo, Nana and Kauwila Streets are the furthest makai of the proposed

connector routes. Connecting these streets will substantialW reduce emergency
Comm.
