Reported incidents of forcible rape in Hawaii, which is defined as "the carnal knowledge <br />of a female forcibly and against her will", decreased by 10.5% statewide in 2002 according to the <br />Uniform Crime Reporting (UCR) program. Both Hawaii and Maui Counties decreased <br />dramatically in reports of forcible rape, 49.4% and 70% respectively, while Kauai County <br />increased by 51.8% in 2002. For Maui County, the report rate is the lowest number reported on <br />record. Assaults or attempts to commit rape by force or threat of force are also included. <br />Statutory rape (without force), any sexual assault against males, and other sex offenses are not <br />included in this category. The numbers include female victims under 18 years of age, although <br />the majority of victims are adults. The police arrest reports include <br />only those cases where a charge has been made following the conclusion of all investigations, <br />and includes both adult and juvenile offenders. There was a statewide decline of 9% in the <br />number of arrests for forcible rape between 2001 and 2002, with Hawaii and Maui Counties <br />showing decreases of 63% and 69%, respectively. Honolulu County had a 9% increase in <br />arrests.
