2. STATE STRATEGIC PLAN <br />This Strategic Plan for the Violence Against Women Formula Grant FY 2003 <br />represents the final year of the three-year implementation plan that was initially adopted by <br />the VAWA State Planning Committee in December 2001. The concept of a thfee-year <br />implementation plan was to provide increased accountability and offer a longer range "road <br />map" for statewide action for VAWA and other funding that address domestic and sexual <br />violence issues, a concept now embraced by the Office of Violence Against Women. This <br />current plan represents the third year of implementation and will cover the progress made <br />over the past two years. <br />A. Planning Process <br />The initial meeting for the planning process was convened on May 17-18, 2001 with <br />the assistance of STOP TA Project facilitator Robin Hassler -Thompson and Judiciary <br />Center for Alternative Dispute facilitator Clyde Namuo. The VAWA State Planning <br />Committee's agency participation included Offices of the Prosecuting Attorneys from <br />Hawaii and Kauai Counties, the Honolulu and Hawaii County Police Departments; <br />the Judiciary, and victim service agency administrative directors from Catholic <br />Charities, Domestic Violence Clearinghouse and Legal Hotline, Big Island Coalition <br />Against Physical and Sexual Abuse, and the Sex Abuse Treatment Center. hi <br />addition, the U.S. Attorney's Office, State Department of Human Services, State <br />Department of Health, and the Hawaii Coalition Against Sex Assault participated as <br />invited guests of the State Planning Committee. Using a strategic planning tool called <br />SWOT (Strengths, Weaknesses, Opportunities and Threats), the committee conducted <br />an internal analysis (strengths and weaknesses) and external assessment <br />(opportunities and threats) of the organizations that work to end violence against <br />women in Hawaii. <br />Each of the agencies brought to this discussion the identified needs and <br />priorities from their respective disciplines to address domestic violence and sexual <br />assault reduction and organizational services to victims. Taking into consideration <br />the SWOT assessment, the strategic planning committee members developed five <br />strategic priority recommendations to address violence against women in Hawaii that <br />were forwarded to the VAWA State Planning Committee for consideration and <br />adoption : <br />(1) Multi -disciplinary Training and Staff Support Efforts: Support and promote <br />multi -disciplinary training, encourage coordination of multi -disciplinary efforts, <br />and provide incentives for valuing and retaining staff. <br />(2) Domestic Violence and Sexual Assault Awareness: Elevate awareness of <br />domestic violence and sexual assault issues to policy makers in order to promote <br />support and commitment of resources, especially for core services to victims. <br />(3) Domestic Violence and Children: Examine how to offer and provide services to <br />children who witness domestic violence, and increase both general and targeted <br />prevention and education efforts. <br />12 <br />
