3. FIRST TWO YEARS OF IMPLEMENTATION <br />A. Distribution of Funds <br />Effective FY 2001, the required allocations for the STOP Grant were revised to 25% <br />each for law enforcement and prosecution, 30% to non-profit, non-governmental victim <br />service providers, 5% to the State Judiciary, and 15% discretionary. In its December 17, <br />2001 meeting, the VAWA State Planning Committee adopted three new priority areas <br />outlined above, using the funding under the 15% discretionary allocation for implementation <br />of one or more of the FY 2001 Priorities. The Committee also set a multi-year funding plan <br />that would allow for continued project funding based on satisfactory performance and <br />availability of grant funds. Distribution for the discretionary allocation was to be based on an <br />RFP or competitive concept paper process. <br />The required allocations for each sector (law enforcement, prosecution, non- <br />governmental victim service providers, and judiciary) continued the efforts of previous years <br />and funded programs and projects identified as priorities in the FY 2000 VAWA Strategic <br />Plan. These priorities were: <br />Victim Services: <br />O Core Services for Adult Female Victims of Domestic Violence and Sexual <br />Assault, which include but not limited to: <br />Advocacy <br />Case Management <br />> Counseling <br />Crisis Response <br />> Increased accessibility by special populations including disabled, immigrant, <br />and victims with substance abuse or mental health issues <br />Legal Assistance <br />> Shelter <br />> Transitional services <br />Law Enforcement: <br />O Training <br />O Specialized Equipment to Assist in Investigations <br />Prosecutor: <br />O Vertical Prosecution <br />O Training <br />In its February 6, 2004, the VAWA State Planning Committee reaffirmed the <br />current priorities undertaken in the first year of this Three Year Plan, including the three <br />priorities directed at the discretionary allocation. They chose not to make any modification <br />in the State's priorities and funding allocation of the STOP grant funds. These priorities will <br />be up for discussion in the FY 2004 application. <br />17 <br />
