Honorable James Y. aki <br />Page 3 <br />May 5, 2004 <br />Summary <br />Revenues from real property taxes represent 51.3% of our total revenues. With property <br />values increasing at 12% and beyond per year, I remain concerned that the distribution of <br />these increases remain uneven and perhaps unfair to some. Although the extra revenues <br />associated with this increase is certainly important to the development and maintenance <br />of County services, my administration continues to seek new ways to make our real <br />property tax program more equitable and efficient. We would like to encourage you to <br />bring the bills that were previously submitted to you up for consideration. <br />This amended budget includes funding to expand services in public safety, mass <br />transportation, solid waste, highway maintenance, and traffic. .It also enables other <br />services to be kept at present levels. <br />I am confident that the items included in this budget are all very important to the <br />continued health, safety, and well-being of Hawaii's people and ask for your favorable <br />consideration. My staff and I welcome the opportunity to discuss this budget in further <br />detail with you and to respond to any concerns that you may have.
