The FY 2004 funds are provided and administered in three <br /> programs State Homeland Security Program, Law Enforcement Terrorism Prevention Program <br /> and Citizen Corps Program. The three programs are integrated to better facilitate the <br /> organization and coordination. <br /> This grant is a result of congressional funding for the purchase of specialized equipment to <br /> enhance the capability of state and county agencies to prevent and respond to incidents of <br /> terrorism involving the use of chemical, biological, radiological, nuclear or explosive (CBRNE) <br /> weapons. The law enforcement terrorism prevention funds enhance capabilities for detecting, <br /> deterring, disrupting, and preventing acts of terrorism through information sharing and <br /> intelligence gathering, target hardening to reduce vulnerability and intervention activities to <br /> interdict terrorists before they can execute. The Citizen Corps Program funds will be used to <br /> support Citizen Corps Councils with planning, outreach, training and management of Citizen <br /> Corps programs and activities. <br /> State Civil Defense has been designated as the recipient of the total allocated grant <br /> funds.
