Honorable Harry Kim <br /> Page 2 <br /> April 30, 2004 <br /> Hawaii County is the final recipient of $2,446,044.00. The grant funds are distributed in the <br /> three programs below: <br /> State Homeland Security Grant Program $ 1,960,060.00 <br /> Law Enforcement Terrorism Prevention Program 456,544.00 <br /> Citizen Corps Program 29,440.00 <br /> The FY 2004 Grant Program continues to provide Hawaii County with funding for planning, <br /> equipment, training, and exercises to support emergency prevention, preparedness, and <br /> response personnel. Hawaii County response agencies should utilize the State Homeland <br /> Security Assessment and Strategy to more effectively fill the gaps between needs and existing <br /> capabilities. All funds will be recorded in an Initial Strategy Implementation Plan (ISIP) that <br /> identifies expenditures. The detailed budget worksheets and an ISIP portraying the use of the <br /> FY 2004 Grant Program funds will be provided to Hawaii Civil Defense Agency by June 6, 2004. <br /> For your review, the terms and conditions of the grant program funds being distributed to <br /> Hawaii County are in the attached Articles. This grant has no match requirement. If you agree <br /> to the requirements of the grant, please sign and return the original copy of each Article to <br /> State Civil Defense before May 28, 2004. <br /> To be eligible for future funding, the State has three requirements that must be fulfilled - <br /> • The State must adopt the National Incident Management System (NIMS) (as mandated <br /> by HSPD-5, beginning in FY 2005); <br /> • Develop a State Communications Interoperability Plan; and <br /> • Develop a State Homeland Security Exercise and Evaluation Program. <br /> Hawaii County will be a vital partner in the development of these plans and programs. <br /> Thank you for your cooperation in expediting this initiative.
