Section 3-[8]7. Signs prohibited in all districts. (a) No person shall erect or maintain: (1) Any sign which by reason of its size, location, movement, content, coloring or manner of illumination, constitutes a traffic hazard or a detriment to traffic safety by obstructing the vision of drivers, or by obstructing, or detracting from the visibility of any official traffic control device, or by diverting or tending to divert the attention of drivers of moving vehicles from the traffic movement on the public streets and roads; (2) Any sign which is not expressly permitted or exempt from regulation by this chapter; (3) Any sign which is obscene, as defined in Hawaii Penal Code 712-1210 and 712-121 l; (4) Except as provided for in Section 3-j~8 3-62 and Chapter 22, [f!]any sign which advertises or publicizes a commercial activity not conducted on the premises or lot upon which the sign is located.
