EVALUATION OF A FOUR WAY STOP AT THE <br />NANI KAILUA DRIVE/KAKALINA STREET INTERSECTION <br />A four way stop control was installed during July 2003, at the Nani Kailua <br />Drive/Kakalina Street intersection in Kailua-Kona, Hawaii. To comply with a <br />County ordinance, M&E Pacific, Inc., was retained to evaluate the effectiveness <br />of the four way stop control. This paper provides the background of the study, <br />a discussion of the four way stop, a description of the evaluation methodology, <br />the results of the evaluation, and recommendations for the future status of the <br />four way stop. <br />A. PROJECT BACKGROUND <br />The Council of the County of Hawaii passed Ordinance Number 03 37 on <br />March 13, 2003, for the approval of a subdivision rezoning. The Ordinance <br />included the following clause: <br />"The applicant shall provide a four-way stop condition at the Nani Kailua <br />Drive/Kakalina Street intersection under the guidance of a licensed <br />engineer within 90 days from the effective date of this ordinance. The <br />impact of this improvement shall be evaluated by a licensed engineer in <br />consultation with the Kona Traffic Safety Committee and the Department <br />of Public Works for a six-month period. At that time the licensed <br />engineer will report to the Council to determine if the improvement will <br />remain. Should the study find that the 4 -way stop is not warranted, the <br />applicant shall restore the intersection to its original condition" <br />The applicant, Nani Kona Aina, LLC, retained a Kailua-Kona civil engineer to <br />design the required improvement for County approval. The applicant also <br />retained M&E Pacific, Inc., to evaluate the impact of this improvement and <br />make a recommendation for its future status. The applicant installed the four <br />way stop improvement at the Nani Kailua Drive/Kakalina Street intersection on <br />July 24, 2003. <br />
