Testimony <br /> Public Works and Intergovernmental Relations Committee <br /> June 1, 2004 <br /> <br /> Mahalo for offering me this opportunity to testify before you on the Revised Sign <br /> <br /> Code. I do so on my own behalf. <br /> <br /> The drive here on Saddle Road and then through the beautiful town of Hilo is <br /> refreshing and joyful each time we come here. We are so blessed on this Island <br /> and all the Hawaiian Islands to be able to enjoy the vistas of the sea, the <br /> mountains, and our buildings without the blight of billboards and neon lights <br /> glaring at us. We are uniquely fortunate among the 50 States in the Union to <br /> enjoy this privilege and freedom from billboards cluttering our roads. And we owe <br /> the blessing to the foresight, vision, and perseverance of a few women members <br /> of The Outdoor Circle in Honolulu. In 1927 they purchased the only billboard <br /> company on Ohau, and put it out of business! They then worked with the <br /> Legislature to enact a State law banning billboards. As residents we are blessed, <br /> and our visitors are impressed ! <br /> In West Hawaii we are presently littered with sandwich boards, banners, and <br /> other illegal and unsightly signage because we cannot enforce the Sign Code. <br /> Passage of the Revised Code will enable us to enforce it. The Counties in Maui <br /> and Oahu do not allow illegal signage. They have no sandwich boards or <br /> banners on their Islands. Their businesses are flourishing. <br /> Please endorse this Revised Sign Code so the Council can enact it. Do this for <br /> residents, visitors, and the business establishments.
