Testimony for Hawaii County Council <br /> June 16, 2004 <br /> On behalf of Na Leo Pohai, the public policy affiliate of The Outdoor Circle, I <br /> <br /> would like to thank you for the opportunity to testify regarding Bi11280, the <br /> Revised Sign Code. <br /> The new revised Sign Code is swell-written document, which has been carefully <br /> researched by Mr. Tyler and the Corporate Counsel, to insure that it overcomes <br /> <br /> the weaknesses inherent in the present code. It provides an instrument that <br /> offers a strong, swift, and enforceable response to illegal signs. <br /> By now, we are all quite aware of the years, actually decades, of illegal signs in <br /> West Hawaii. Over and over again the existing sign code is violated. Why? <br /> Because the present sign code does not allow swift penalties for illegal signs. In <br /> fact, enforcement is a long, tedious and ineffectual. <br /> <br /> We support fairness and equity to all merchants. It is completely unfair to those <br /> businesses, who as good citizens, do comply with the sign code while violators, <br /> often their next door neighbors, willfully and blatantly mock the law with illegal <br /> banners and sandwich boards. <br /> Kona Outdoor Circle's mission is to keep Kona clean, green, and beautiful. <br /> Illegal signs are "litter" and certainly contrary to that mission. <br /> There are many citizens who have testified or sent letters and 444 who have <br /> signed petitions to encourage you to support the passage of the Revised Sign <br /> Code.
