While there may tte room for <br /> improvement to the current bYl, these revisions are nd acceptable, They aro wrRten with compote disregard <br /> for small businesses, which would be groatly impacted by these signags regulations. A few d the most blatant <br /> prot>Icros twiUt these proposed revisions are: <br /> 1) Enforcement - Authorized personnel will issue a vpladon svrrunons or station with a S50U ens + <br /> S10GYdey for each day that vkkatbn Is not corrected (teaming letter edminaterq." First d ell, the term <br /> "authorized personnel" is vague and needs to ba defined. Secondly, nd issuing a wanting letter prior <br /> to fesuirtg a citation is unfair and unethical. R is only fair that a business woad be wenxd that they are <br /> violating reguletlons and allowed a roasonable period d time to redi?y the issue before they tnrouM be <br /> cited with a violation Summons or fine. <br /> 2) The proposed rovispns state that "Tempolery signs used for regular, ongoing cornrnercfal use (i. e. <br /> sandwich boards antl banners) ens prohib/7ed': This rogu4-kiort is too harsh and wiY adversely impact <br /> the smaN twsinassas, espaGaly within the 1° 8 months after opening. The one-of-6-Idnd shops end <br /> fitter emaN businesses cantritxrte greaty to the charming dtarader d I(alluaaCOna and the other Small ~ <br /> td!+ms located on the west side d the Big Island. It is Important to maintain a small businessdrortdly <br /> environment to encourage further economic growth in this area. Often, small buslrtsases are opened <br /> in lot~tions that are visually easy to miss. Sandwich board advertising can go a bng way to making <br /> the community aware that a new business has opened ih doors. We proposo that sandwich board <br /> advertising be Mowed on a by-permit basis and that psnnxs will be granted to new start-up txtsinessea <br /> for their 1't t3 morttlts in twsiness. This will aNow them the opportunity to become known in the <br /> community, which gives them a fiphtirtg thanoe at success. WYhout this. small txrsinesses wYl be <br /> subject to such hardship that they ere likely to faY whin waiYng for the community to become aware d <br /> that presence. <br /> <br /> These are but a few d the problems with the proposed revisions to BiN 280.
