Since "911" <br /> small business owners have struggled to maintain their place in the community, to be a succors <br /> and provide a service that will better the community. To restrict the small business owner in their <br /> Deed for advertising not only destroys the small business, but also tak>rs away from the <br /> community. I do believe changes should be made and enforced, but those changes should be for <br /> the community, not against the small business owners. I am concerned about the following: <br /> 1. The conditions of `Bill 280" are unclear and left to-irlterpretation. <br /> 2. 7'he teen °suthorized person(s)" are not specific. <br /> 3.
