Testimony <br /> Bill ~i6:i, Draft 2 -County of Hawaii General Plan <br /> Page Two <br /> July 1, 2004 <br /> • Community Development Plans: The language in Draft 2 (page 45) adequately addresses the nature and <br /> implementation of development plans, offering flexibility for areas greater or lesser priority as well as the <br /> ability to adopt plans by ordinance if appropriate. The real key here is the political will to pursue and adopt <br /> meaningful regional plans or not.] <br /> • Floating Zone: We believe this is a valuable tool which has not been abused, provides needed flexibility, and <br /> support its inclusion in Draft 2. <br /> • Conservation Designation: We support the change in Draft 2 which deletes the category of "Areas to Be Kept in a <br /> Largely Natural State, With Minimal Facilities Consistent with Open Space Uses'. The previous language is both <br /> problematic in expanding the State Conservation Land Designation as well as duplicating the open designation. <br /> <br /> Thank you for the opportunity to comment.
