• 00-40 • , <br /> after the City has notified the Board in writing of such <br /> proposed adjustment and has discussed the same with the <br /> Board. <br /> (d) The City may decrease the level of a Base Line <br /> Service within the District when also decreasing the level <br /> of the comparable service in the City as a whole. The <br /> proportion of decrease of the Base Line Service within the <br /> District shall be no greater than the proportion of decrease <br /> of the comparable service in the City as a whole. <br /> The City also may decrease the level of a Base Line <br /> Service within the District when necessary due to an <br /> emergency, but shall restore the Service to t_he level before <br /> the emergency as soon as possible. <br /> (e) Any increase in the City as a whole of the level <br /> of a service comparable to a Base Line Service within the <br /> District shall be matched with an increase in such Service <br /> within the District, in proportion to the increase of the <br /> comparable service in the City as a whole. <br /> (f) Notwithstanding Section _-1.3, ROH, this Section <br /> shall prevail over any conflicting provision of Chapter <br /> ROH. <br /> 11. BaQP T,in Fl ,a S rvic a. In addition to the Base Line <br /> <br /> Services, and in support of the District Association's mission <br /> <br /> statement, the City will provide "Base Line Plus Services" as <br /> follows, at no charge to the District Association: <br /> (a) The City's Department of Budget and Fiscal <br /> Services shall, on behalf of and for the District <br /> Association, (i) levy and collect the Assessments and <br /> disburse the Assessments to the District Association, and <br /> (ii) enforce and foreclose on the lien of the Assessments in <br /> such manner and at such times agreed to by the City and the <br /> Board in writing. Upon the Mayor's approval, City general <br /> or highway funds transferred to the Waikiki Business <br /> Improvement District from the dissolved Kalakaua Maintenance <br /> District shall be used to reimburse or pay the Department <br /> for the levy and collection of the special assessments for <br /> the first Fiscal Year. <br /> (b) The HPD will provide training to the Information & <br /> Safety Officers so that they may perform their roles as <br /> professionally, safely, and efficiently as possible in <br /> cooperation with the HPD. <br /> -12- <br /> 00-40 <br /> <br />
