<br /> ` • 00-40 • <br /> (f) Bonds. Bonds are not planned at this time to <br /> finance supplemental improvements in the District. <br /> 10 . Racy T,i n S rvi s Agre~PmPnt . <br /> (a) The District shall supplement the Base Line <br /> Services provided by the City within the District and, <br /> except as specified in this Section, the City shall continue <br /> those Services within the District at no less than the <br /> levels provided on June 30, 2000. <br /> (b) The City Administration and Board shall execute a <br /> Base Line Services agreement which shall include at least <br /> the following: <br /> (i) An identification of the City services <br /> provided within Waikiki during the fiscal year 1999- <br /> 2000 which are to be "Base Line Services" subject to <br /> this Section and the agreement; <br /> (ii) A description of the levels of the Base Line <br /> Services provided on June 30, 2000, which shall be <br /> deemed incorporated by reference in this plan; <br /> (iii) A pledge by the City that the Base Line <br /> Services shall not be decreased to levels below those <br /> provided on June 30, 2000, except as authorized under <br /> subsection (d); <br /> (iv) A pledge by the District Association to fund <br /> and provide the supplemental services specified in this <br /> District Plan; and <br /> (v) A statement that the City shall have the <br /> exclusive authority to determine the following: that a <br /> change of the delivery method of a Base Line Service is <br /> consistent with subsection (c), that a decrease of the <br /> level of a Base Line Service is consistent with <br /> subsection (d), or that a Base Line Service should be <br /> increased consistent with subsection (e). <br /> The agreement shall not identify as a "Base Line <br /> Service" the City street cleaning and maintenance service <br /> funded by maintenance assessments of the Kalakaua <br /> Maintenance District nor include a City pledge to maintain <br /> that service after termination of that District. <br /> (c) The City may change the method of delivering a <br /> Base Line Service to promote efficiency or effectiveness. <br /> Any such change shall not affect the level and basic thrust <br /> and intent of the Base Line Service and shall be made only <br /> -11- <br /> 00-40 <br /> <br />
