Give reasons how new duties arose (statutes enacted, ordinances, newly <br /> authorized programs, basis for increased worldoads, etc.): <br /> The Code of Federal Regulations, Title 40, Part 258, Subpart C -Operating Criteria and <br /> Hawail Administrative Rules, Title 11, Chapter 58.1, Subchapter 2, Sec. 11-58.1-15 require that <br /> owners or operators of municipal solid waste landfills maintain landfill environmental control <br /> systems necessary to protect public health and safety and the environment. These <br /> environmental control systems include (but are not limited to) stormwater run-on/run-off <br /> control systems, landfill cover systems, access roads, and disease vector control. In <br /> November 2002, the County entered into a "Consent Agreement" with the State of Hawaii <br /> Department of Health, which required that the County implement corrective actions <br /> regarding current and prior operational issues for the South Hilo Sanitary Landfill. The <br /> "Consent Agreement" identified four (4) specific non-compliance issues relating to the <br /> operation and maintenance of the South Hilo Sanitary Landfill. Two (2) of these issues <br /> related directly to inadequate storm water management control and inadequate landfill <br /> cover. <br /> These new positions will help to conserve airspace at the Hilo Landfill. They will provide <br /> increased compaction of waste and will reduce the environmental liabilities -litter control, <br /> storm water management, and the hazardous waste exclusion program. <br /> Currently, the Division lacks the necessary personnel to support these regulatory and <br /> operational requirements. Currently, the Hilo Landfills is staffed with only one (1I full-time <br /> Equipment Operator III. The West Hawaii Landfill has one filled position and two newly <br /> created positions that are not yet filled. The current staffing level at the Hilo Landfill does <br /> not provide for maintenance activities and waste capacity efficiency. <br /> 2. Can new duties be assigned to existing positions or handled in other way such as short-term <br /> contracts, etc. <br /> Insufficient numbers of existing employees are assigned to the landfills to perform the <br /> activities listed above. <br /> <br /> 3. How will new position increase the effciency/eflecfiveness of operations?
