New Position Form

Page 2
The new positions will provide for the performance of regulatory and operational activities
necessary to comply with the "Consent Agreement" and Federal and State regulations
established for the management of solid waste. Additionally, these new positions will extend
the life span of both County landfills. Increased landfill efficiency (i.e. maximization of
airspace, increase waste density, maintenance of landfill cover) will also result in minimizing
the County's risk of future environmental contamination and associated regulatory
violations.
The new positions will provide personnel to support existing waste disposal activities of both
County landfills and for the maintenance and repair of environmental control systems at the
South Hilo Sanitary Landfill.
The new positions will be assigned as follows:
No. of Positions Section Location
2 Landfill Hilo
4. Alternatives that were considered in lieu of new position. (Nave technological changes
been considered?)
The County is responsible for all health and safely and regulatory issues relative to solid
waste disposed directly into the South Hilo and West Hawaii Sanitary Landfills.
Technological changes have not been considered since the activities described above
require manual operation of heavy equipment. Technological changes relating to the
operation and maintenance of landfills will be considered on an ongoing basis to improve
the efficiency of these activities.
5. Why were manpower needs not planned through budgetary process?
Not Applicable
6. List other rationale or pertinent statements and data:
The census survey has demonstrated that the population and business enterprises have
increased significantly over the past few years and such expansion is not anticipated to
slow down in the near future. We need to maintain productivity and reduce health/safety
and applicable regulatory issues related fo the increased volume of solid waste being
deposited at County landfills.
DCS CP-002 (2/93)
Classirication/SW Transfer STA Attendant/
7/21/04
