<br /> New Position Form <br /> <br /> Page 2 <br /> The new positions will provide for the performance of regulatory and operational activities <br /> necessary to comply with the "Consent Agreement" and Federal and State regulations <br /> established for the management of solid waste. Additionally, these new positions will extend <br /> the life span of both County landfills. Increased landfill efficiency (i.e. maximization of <br /> airspace, increase waste density, maintenance of landfill cover) will also result in minimizing <br /> the County's risk of future environmental contamination and associated regulatory <br /> violations. <br /> The new positions will provide personnel to support existing waste disposal activities of both <br /> County landfills and for the maintenance and repair of environmental control systems at the <br /> South Hilo Sanitary Landfill. <br /> The new positions will be assigned as follows: <br /> No. of Positions Section Location <br /> 2 Landfill Hilo <br /> 4. Alternatives that were considered in lieu of new position. (Nave technological changes <br /> been considered?) <br /> The County is responsible for all health and safely and regulatory issues relative to solid <br /> waste disposed directly into the South Hilo and West Hawaii Sanitary Landfills. <br /> Technological changes have not been considered since the activities described above <br /> require manual operation of heavy equipment. Technological changes relating to the <br /> operation and maintenance of landfills will be considered on an ongoing basis to improve <br /> the efficiency of these activities. <br /> 5. Why were manpower needs not planned through budgetary process? <br /> Not Applicable <br /> 6. List other rationale or pertinent statements and data: <br /> The census survey has demonstrated that the population and business enterprises have <br /> increased significantly over the past few years and such expansion is not anticipated to <br /> slow down in the near future.
