"Permit" means written authorization from the Engineer to <br /> dispose of any solid waste material in a County landfill or any <br /> component of a solid waste disposal system. <br /> "Person" means any individual, firm, association, <br /> partnership, political subdivision, government agency, <br /> municipality, industry, public or private corporation, or any <br /> other entity whatsoever. <br /> "Prohibited materials" means, but are not limited to, paint <br /> thinner or solvents; oil base paint waste; automotive waste oil, <br /> antifreeze or lead acid batteries; pesticides, herbicides or <br /> rodent and insect control chemicals; household cleaner, polish <br /> or wax; contaminated soil; medical waste; propane, oxygen or <br /> acetylene tanks; diesel, gasoline or alcohol; and liquids or <br /> sludges in containers of five gallons or larger, including <br /> liquid cooking oil or grease unless mixed with a bulking agent <br /> so that it is solidified, and hazardous waste as defined in 90 <br /> CFR parts 257, 258, and 261. <br /> "Putrescible waste" means solid waste which contains <br /> material capable of being decomposed by micro-organisms. <br /> "RCRA" means the federal Resource Conservation and Recovery <br /> Act, 42 U.S.C. sections 6901 to 6992k. <br /> "Recycling" means the collection, separation, recovery, and <br /> sale or reuse of secondary resources that would otherwise be <br /> disposed of as municipal solid waste, and is an integral part of <br /> the manufacturing process aimed at producing a marketable <br /> product made of post-consumer material. <br /> "Recycling drop-off facility" means a structure or site <br /> designated for collection and small scale (low technology) <br /> segregation of recyclable material. The manned or unmanned site <br /> will receive and temporarily store recyclables "dropped off" and <br /> no payment is made to the participants depositing recyclables. <br /> "Recycling processing or materials recovery facility" means <br /> a facility that collects and bales, shreds, crushes, melts, <br /> sorts or otherwise .treats, temporarily stores, and brokers, or <br /> transports recyclable materials for reuse or remanufacture. <br /> "Refuse" means anything putrescible or non-putrescible that <br /> is discarded or rejected. <br /> "Salvage" means the incidental removal of solid waste for <br /> reuse under control of the facility owner or operator. <br /> "Scavenging" means the removal or materials at a disposal <br /> site, or interim solid waste site without the approval of the <br /> <br /> owner or the operator and the Department of Health. <br /> -5- <br /> <br />
