"Facility" means all contiguous land including buffer zones <br /> for structures, other appurtenances, and improvements on the <br /> land used for handling solid waste. <br /> "Garbage" means, but is not limited to, putrescible solid <br /> waste including animal and vegetable wastes resulting from the <br /> handling, storage, sale, preparation, cooking or serving of <br /> food. Garbage originates primarily from home kitchens, stores, <br /> markets, restaurants and other places where food is stored, <br /> prepared or served. <br /> "Household waste" means any solid waste, including garbage, <br /> trash, and sanitary waste, derived from households, including <br /> single and multiple residences. Household type waste may also <br /> originate from hotels and motels, bunkhouses, ranger stations, <br /> crew quarters, campground, picnic grounds, and day use <br /> recreational areas. <br /> "Industrial solid waste" means solid waste generated by <br /> manufacturing or industrial processes that is not a hazardous <br /> waste regulated under subtitle "C" of RCRA. The waste may <br /> include, but is not limited to, waste resulting from the <br /> following manufacturing processes: electric power generation; <br /> fertilizer or agricultural chemicals; food and related products <br /> or by-products; inorganic chemicals; iron and steel <br /> manufacturing; leather and leather products; non-ferrous metals <br /> manufacturing or foundries; organic chemicals; plastics and <br /> resins manufacturing; pulp and paper industry; rubber and <br /> miscellaneous plastic products; stone, glass, clay, and concrete <br /> products; textile manufacturing; transportation equipment; and <br /> water treatment. This term does not include mining or oil and <br /> gas waste. <br /> "Liquid" means a substance that flows readily and assumes <br /> the form of its container but retains its independent volume. <br /> "Liquid waste" means any waste material that is determined <br /> to contain "free liquids" as defined by the Paint Filter Liquids <br /> Test. <br /> "Medical waste" means all infectious and injurious waste <br /> originating from a medical, veterinary, or intermediate care <br /> facility. <br /> "Municipal solid waste landfill" or "MSWLF" means a <br /> discrete area of land or an excavation that receives household <br /> waste. A MSWLF may also receive other types of RCRA subtitle D <br /> <br /> wastes, such as commercial solid waste, nonhazardous sludge, <br /> conditionally exempt small quantity generator waste, and <br /> industrial solid waste. <br /> -4- <br /> <br />
