The late Rev. Titus Coan gave these lands to the <br /> Foundation. For many years, Excelsior Dairy used these lands but, today, they are <br /> largely fallow except for a small cluster of sub-standard houses. <br /> Bill 163 draft 2, the update of the Hawaii County General Plan, proposes reclassification <br /> of these lands from Urban Expansion to Low Density Urban under proposal #B-15. <br /> These lands are currently classified Agriculture by the State Land Use Commission. <br /> They are suitable for low density residential development. The foundation supports the <br /> reuse of these lands. If the Council approves Proposal # B-15, the Foundation will seek <br /> qualified developers to carryout this reuse. <br /> The Foundation asks for your favorable consideration of Proposal #B-15 in Bill 163 draft <br /> 2.
