" i, (`114 <br />The County initiated an RFP in 1995 which allowed for developers to <br />submit proposals covering a wide -range of diversion facilities. <br />Clean MRFs were proposed along with other technologies. The final <br />analysis has not been completed. <br />* Upgrade transfer stations for collection of recyclables . . . <br />This program is also being reviewed under the MRF RFP. We cannot <br />divulge any information until the process is completed. Any <br />multi-year recommendation will go through Council for approval. <br />WASTE COLLECTION: <br />* No mandatory curbside collections <br />None has been instituted. <br />WASTE DISPOSAL: <br />* Administration will consider the feasibility of providing clean <br />bio -fuel for a power generation facility. <br />This has and is being considered. Preliminary discussions have <br />been conducted with many interested parties including HCPC. <br />* Administration wil provide an update to the Council on the closure <br />of the Kailua Landfill. `� Pnov 16 fvj."-f L l`1a q 1' <br />Construction of the final closure of the Kailua Landfill has been <br />completed. We are currently in the post -closure monitoring phase. <br />* Council will consider the recommendation of the Administration in <br />regards to operating only one landfill . . . . b -j -A V, ( 1`1hN <br />This requires Council action. Again, the Administration has <br />convened a landfill siting committee which will study and recommend <br />alternatives to this issue. <br />
