COUNTY OF HAWAII STATE OF HAWAII <br />RESOLUTION N0., 291 94 <br />RESOLUTION AUTHORIZING THE ACCEPTANCE BY THE COUNTY OF HAWAII OF THE <br />INTEGRATED SOLID WASTE MANAGEMENT PLAN <br />WHEREAS, Act 324, Session Laws of Hawaii 1991 was passed to <br />accomplish the purpose of establishing comprehensive integrated solid <br />waste management plans to be developed by the counties and the State; and <br />WHEREAS, Act 324, Session Laws of Hawaii 1991 made specific findings <br />concerning solid waste, including the finding that improper municipal <br />solid waste practices create public health hazards, environmental <br />pollution, economic loss, and cause irreparable harm to public health, <br />safety, and welfare; and <br />WHEREAS, Act 324, Session Laws of Hawaii 1991 also made specific <br />findings that Hawaii should strive to prevent the unnecessary generation <br />of waste, and should strive to minimize the amount of waste generated; and <br />WHEREAS, Act 324, Session Laws of Hawaii 1991 was codified as <br />Chapter 342G of the Hawaii Revised Statutes, as amended, and creates a <br />comprehensive scheme for integrated solid waste management; and <br />WHEREAS, Chapter 342G, Part III, SS342G-21, et seg., entitled <br />Integrated Solid Waste Management Planning requires that each county is <br />to submit to the Office of Solid Waste Management of the Department of <br />Health an integrated solid waste management plan that has been formally <br />adopted by the County of Hawaii and is consistent with the requirements <br />of Chapter 342G; and <br />WHEREAS, the Hawaii County Council, through Resolution No. 247-90, <br />found that the County must take a comprehensive approach to waste <br />management and establish a plan to guide an integrated waste management <br />program; and <br />WHEREAS, the Hawaii County Council, through Resolution No. 247-90, <br />directed the Department of Public Works to use funds which had been <br />appropriated to prepare such an integrated waste management plan; and <br />WHEREAS, the Department of Public Works retained Barrett Consulting <br />Group to assist in the preparation of the plan; and <br />WHEREAS, in August of 1993 Barrett Consulting Group submitted a <br />final report on the Integrated Solid Waste Management Plan; <br />
