I <br />* Council will adopt a user fee for non-residential refuse prior <br />to July 1, 1994. Administration will review the proposed <br />ordinance and submit recommendations prior to February 1, <br />1994. A user fee for residential refuse is planned for 1995. <br />A credit system will be incorporated in which individuals who <br />source separate will be given credit for items to be deposited <br />in the landfill. <br />BIOCONVERSION AND COMPOSTING: <br />* Adoption of full scale green waste composting facilities will <br />proceed expeditiously. There shall be available among the <br />island's communities bioconversion or composting facilities. <br />Administration to submit an action plan by July 1994. <br />* Administration will provide a report on the feasibility of <br />funding and the implementation schedule for a pilot program <br />which would utilize sludge from County wastewater operations <br />into a composting operation prior to May 1994. <br />RECYCLING: <br />* Two material recovery facilities (MRF's) for clean materials <br />will be placed for RFP in 1994. <br />* Upgrade transfer stations for collection of recyclables and <br />clean green waste in areas not close to proposed MRF's by July <br />1994. Open all transfer stations to RFP process subject to <br />Council review. An action plan report be provided to Council <br />by Administration by July 1994. <br />WASTE COLLECTION: <br />* No mandatory curbside collection. <br />WASTE DISPOSAL: <br />* Administration will consider the feasibility of providing our <br />clean bio -fuel (i.e. paper) for a power generation facility. <br />* Administration will provide an update to the Council on the <br />closure of the Kailua landfill prior to March 1994. <br />* Council consider the recommendation of the Administration in <br />regards to operating only one landfill, with the possibility <br />of using an existing site in Hilo as a limited type of <br />landfill for certain kinds of inert material by April 1994. <br />A-2 <br />
