HAWAII COUNTY INTEGRATED SOLID WASTE MANAGEMENT PLAN <br />EXHIBIT A - DRAFT 4 <br />SYSTEM ADMINISTRATION: <br />* Establish source separation disposal centers prior to April <br />1994. <br />* The County Council will consider a charter amendment <br />establishing the Solid Waste division as a true utility <br />enterprise in 1995. <br />* The Administration will propose an ordinance for assessment or <br />mitigation of impacts caused by new developments and major <br />subdivisions, and the establishment of enterprise zones prior <br />to April of 1994. <br />* The Administration will provide a two-year financial plan for <br />the Solid Waste Division along with a projection for the <br />following four fiscal years by mid-April 1994. <br />* The Administration will submit a proposal for increased fines <br />for littering and illegal disposal of solid waste and <br />establishment of a bounty program. <br />* Initiate update of the Integrated Solid Waste Management Plan <br />in March 1995. <br />SOURCE REDUCTION AND PUBLIC INFORMATION: <br />* Public education and information will be conducted through <br />non-profit organizations such as Recycle Hawaii and should <br />include the following: <br />Printed materials development and distribution <br />School recycling education program <br />Seminar program for educators <br />Backyard composting program and workshops <br />Speakers bureau <br />Award recognition program <br />Slide and video presentations <br />Business group workshops <br />* Funding will be made available to non-profit organizations for <br />these purposes. <br />A-1 <br />
