Memo to Brian DeLima, HSPWC Chairman <br />Page 2 <br />March 7, 1996 <br />* The Administration will propose an ordinance for assessment or <br />mitigation of impacts caused by new developments and major, <br />subdivisions, and the establishment of enterprise zones. '��n�,.}r"�olR`�i <br />There has been no action taken on this item. Solid waste impact <br />fees need to be addressed and defined as part of a larger picture <br />which would include roads, wastewater, parks, police, fire, etc. <br />Once of the issues which needs to be resolved is the ability of the <br />County to establish land use designations so that an impact fee can <br />be properly established based on anticipated densities. <br />* The Administration will provide a two-year financial plan for the <br />Solid Waste Division along with a projection for the following four <br />fiscal years. "by d-I}P^l t` qq" <br />Until the final analysis is completed and timing established <br />regarding the construction and operation of a major materials <br />recovery facility on our island in conjunction with closing the <br />Hilo Landfill, it would be premature to provide Council with a <br />long-range financial plan. <br />* The Administration will submit a proposal for increased fines for <br />littering and illegal disposal of solid waste and establishment of <br />a bounty program. <br />The Department has initiated a contract for the removal of <br />abandonned vehicles which includes the preparation of a draft plan <br />for a bounty program. The draft plan should identify the mechanism <br />and set up a procedure as well as establish minimum staffing and <br />resource requirements. We currently do not have the available <br />manpower to administer a bounty program. If one is established, we <br />will be requesting additional funding and positions from Council. <br />We feel that any proposal to increase fines for littering should be <br />Council initiated as it will also entail additional resources in <br />order to enforce such fines. It may also require legislation to <br />insure that the fines and forfeitures be deposited in a special <br />fund which will pay the costs of operating the program. <br />* Initiate update of the Integrated Solid Waste Management Plan. I.x 0_,-CL_l4`15 <br />The Solid Waste Division is planning to procure consultant services <br />to review and update the plan, if funding is available. The County <br />has established a citizen's advisory landfill siting committee <br />which may be the first step towards reviewing the County's <br />long-term goals. <br />
