The Kailua Village Design Commission <br /> strongly recommends that the Director of Planning be given enforcement authority for sign <br /> violations occurring within the Kailua Village Special Design District, and that the Director <br /> of Public Works be given enforcement authority for those areas outside of the Kailua Village <br /> Special Design District. <br /> 6. The section promoting the preparation of educational material describing the provisions of <br /> the Sign Code ordinance, with drawings and photographs, should be included in the Sign <br /> Code. <br /> 7. The proposed section on Administrative Enforcement of the Sign Code should be included in <br /> the Sign Code. <br /> 8. Anew section should be added to the Sign Code that directs the County agencies responsible <br /> for Sign Code enforcement, together with the Department of Corporation Council, to review <br /> the procedures used for Sign Code enforcement, and to develop more streamlined and <br /> efficient violation citation and enforcement procedures. <br /> 9. The proposed section allowing single temporary unlighted signs for a period not to exceed <br /> six months should be deleted. This section should be replaced with a new section allowing <br /> single temporary unlighted signs for a period not to exceed 30 days." <br /> Please have this material numbered and circulated to all Council Members for their review <br /> before the September 1, 2004, Council meeting.
