All bids shall be made on the blank form of the Proposal annexed <br /> hereto and shall be signed by the Bidder with its business <br /> address and telephone number. <br /> 2. All bid prices including the Unit Bid Price shall be inclusive <br /> <br /> - of all applicable taxes, including General excise and Use tax. <br /> 3. The County reserves the right to reject any and all bids and to <br /> accept the bids in whole or in part as best suited in the <br /> interest of the County, giving due consideration to price, <br /> proven dependability, and the qualifications of each bidder with <br /> respect to ability to serve the County. <br /> 4. The Director of Finance reserves the right to waive and/or <br /> accept any minor deviations from the specifications, if in his <br /> opinion, such a waiver will be in the best interest of the <br /> County and that such waiver shall not affect in any way the <br /> objectives of this contract. <br /> 5. The Bidder shall list on a separate sheet of paper any <br /> variations from, or exceptions to, the conditions and <br /> specifications of this bid. This sheet shall be labeled <br /> "Eaceptions(s) to Bid Conditions and Specifications""and shall <br /> be attached to the bid at the front. <br /> 6. The Director of Finance may, at any time, require a bidder to <br /> prove that it has or is capable of acquiring adequate equipment, <br /> facilities and personnel to perform the work required by this <br /> Contract. The Director shall be the sole judge of the <br /> qualification of any bidder and his decision is final. <br /> <br />
