FIRM: Zone "X", area determined to be outside the 500-year flood plain. <br /> <br /> 14. Flora/Fauna Resources: The property consists of pasture for sheep, goats, donkey and <br /> chickens. There are over twenty varieties of fruit trees planted on the property. The site <br /> <br /> has been cleared and previously used for pasturing animals. <br /> 15. Archaeological Resources: Since the property was extensively graded for cultivation <br /> <br /> and pasture, it is expected that no archaeological or historic features exist on the property. <br /> By memo dated January 2, 2004, the Department of Land and Natural Resources-State <br /> Historic Preservation Division (DLNR-SHPD) responded to the applicant's request for a <br /> <br /> "no effect" letter. DLNR-SHPD indicated that "we believe no historic properties are <br /> present because intensive cultivation has altered the land; thus, no historic properties will <br /> <br /> be affected by this undertaking." <br /> 16. Cultural or Native Gathering Rights: The applicant and the landowners who reside on <br /> <br /> the property have no knowledge of any traditional and customary Native Hawaiian rights <br /> being practiced on the site. <br /> <br /> 17. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas that traverses the property. <br /> <br /> PUBLIC UTILITIES AND SERVICES <br /> 18. Access: Access to the two proposed lots is from Kokoiki Road, which fronts the <br /> <br /> property. According to the Department of Public Works, Kokoiki Road is a County Road <br /> with an approximate 11-foot wide pavement in good condition within an approximate 30- <br /> <br /> foot right-of-way. <br /> 19. Water: There are two 1-inch service laterals for 5/8-inch meters. <br /> 20. Wastewater System: There is no municipal sewer system available to the property. The <br /> <br /> applicant will dispose of wastewater through an approved individual wastewater system. <br /> 21. Essential Utilities and Services: Electrical, telephone and cable services are available to <br /> <br /> the property. The nearest police and fire facilities are located in Kapaau, approximately <br /> five (5) miles east of the property. <br /> <br /> AGENCIES' COMMENTS <br /> 22.
