The intent of the Coastal Zone Management <br /> Program is to guide and regulate public and private uses in the coastal zone management <br /> <br /> area with respect to recreational resources, historic resources, public access to the <br /> shoreline, scenic and open space resources, coastal ecosystems, marine resources, <br /> <br /> economic uses, coastal hazards, managing development, public participation, and beach <br /> protection. <br /> 7. Special Management Area (SMA): The Special Management Area is a part of the <br /> <br /> Coastal Zone Management Program and regulated by the County. The property is not <br /> situated within the Special Management Area. It is located approximately two (2) miles <br /> <br /> from the nearest coastline and therefore, will not be impacted by coastal hazard and <br /> beach erosion. There are no identified recreational resources, historic resources, public <br /> <br /> access to the shoreline or mountain areas, scenic and open space preserves, coastal <br /> ecosystems, marine resources or other natural and environmental resources in the area. <br /> <br /> DESCRIPTION OF SUBJECT PROPERTY AND SURROUNDING AREA <br /> 8. Subject Property: The subject property is roughly rectangular in shape and is <br /> <br /> approximately 3.936 acres in size. There are two single-family dwellings on proposed <br /> Lot 2, and the balance of the site is vacant and unused (proposed Lot 1). The site is <br /> <br /> currently being used to pasture goats, sheep, chickens and ducks. The landowners are <br /> also growing fruit trees and vegetables. <br /> 9. Surrounding Zoning/Land Uses: Surrounding lands are located within the State's <br /> <br /> Agricultural District and in the County's Agricultural District. The neighboring <br /> properties are within the County's Agricultural 20-acre (A-20a) zoned district. The <br /> <br /> Puakea Bay Ranch Subdivision is located to the west and consists of 10-acre lots zone <br /> Agricultural 10-acre (A-10a). There are two small lots to the southeast on the south side <br /> <br /> of the Akoni Pule Highway which are zoned Agricultural I-acre (A-1 a). This was a <br /> result of a change of zone from A-20a to A-1 a for a 2.5-acre parcel which was approved <br /> <br /> on July 14, 1975 (REZ 245). There are a number of 1-acre sized lots adjacent to and in <br /> the area to the property that are non-conforming relative to the current zoning. <br /> <br /> 10. ALISH: Other Agricultural Lands of Importance. <br /> 11. Land Study Bureau's Detailed Land Classification System: "C" or "Fair." <br /> <br /> 12. U.S. Soil Survey: Kohala silty loam (KhC), 3 to 12 percent slopes. Permeability is <br /> <br /> -2- <br />
