Arakaki, Chairman <br /> and Members of the County Council <br /> Page 2 <br /> <br /> In order to consider an area for any type of zoning designation, the applicable <br /> goals, policies and standards of the General Plan must be adequately addressed. It is only <br /> through such a comprehensive policy analysis approach that evaluations and decisions <br /> can be made to better time and stage developments to achieve growth determined by the <br /> General Plan and related planning documents. The implications of these evaluations and <br /> decisions must be also considered as they may have an impact on similar areas in the <br /> County. <br /> <br /> The Change of Zone request from Agricultural 20-acre (A-20a) to a Family <br /> Agricultural 1-acre (FA-1a) zoned district will conform to, among others, the Economic <br /> and Housing elements of the General Plan: <br /> <br /> Economic <br /> <br /> • Provide residents with opportunities to improve their quality of life. <br /> <br /> • The County of Hawaii shall strive for an economic climate which provides its <br /> residents an opportunity for choice of occupation. <br /> <br /> • The County of Hawaii shall strive for diversification of its economy by <br /> strengthening existing industries and attracting new endeavors. <br /> <br /> Housing <br /> <br /> <br /> • Attain safe, sanitary, and livable housing for the residents of the County of <br /> Hawaii. <br /> <br /> • Attain a diversity of socio-economic housing mix throughout the different parts of <br /> the County. <br /> <br /> The applicant has expressed her desire to purchase a piece of land for housing and <br /> for her business in the Hawi area for many years. She has found that it has become <br /> increasingly difficult to purchase property in this area because land prices have become <br /> unaffordable. Friends of the applicant have offered to sell her one acre of their <br /> approximate 3.9-acre parcel. The applicant has the opportunity to purchase a piece of <br /> property that will allow her to build a home and to use the land for her business. Her <br /> business promotes Hawaii through the sale of Hawaiian lotions. The agricultural <br /> products used within the lotions, which include roses, papayas, avocados, aloe vera, <br /> gardenia and plumeria, will be grown on the one acre parcel. <br />
