Special Management Area (SMA): The Special Management Area is a part of the <br /> Coastal Zone Management Program and regulated by the County. The property is not <br /> <br /> located within the Special Management Area. According to the applicant, there are no <br /> identified recreational resources, historic resources, public access to the shoreline or <br /> <br /> mountain areas, scenic and open space preserves, coastal ecosystems, marine resources or <br /> other natural and environmental resources in the area. <br /> 8. County Council Resolution No. 58 97: On June 2, 1997 the County Council adopted <br /> <br /> Resolution No. 58 97, regarding the Council's policy relating to the rezoning of district <br /> boundaries within the Kaloko Mauka Subdivision. The Council established that a <br /> <br /> maximum density of two dwellings per twenty acres for lands within the Kaloko Mauka <br /> Subdivision above the 3,000-foot elevation, with certain conditions, will protect the <br /> <br /> watershed and native forest and maintain a low density pattern. The Resolution further <br /> recommended that the Planning Commission consider favorable recommendations for A- <br /> <br /> l0a zoning requests for only those parcels within the Kaloko Mauka Subdivision above <br /> the 3,000-foot elevation and include the conditions as stated within Resolution No. 58 97, <br /> <br /> provided that the request complies with the other goals, policies, and standards of the <br /> General Plan. <br /> <br /> DESCRIPTION OF SUBJECT PROPERTY AND SURROUNDING AREA <br /> 9. Subject Property: The property is an approximately 20.992-acre vacant parcel located <br /> on the southwest side of Kaloko Drive in the Kaloko Mauka Subdivision at the 4,200- <br /> <br /> foot elevation. The site is heavily forested with slopes of 6-20%. <br /> 10. Surrounding Zoning/Land Uses: Surrounding lands are zoned Agricultural 20-acre (A- <br /> <br /> 20a) and in low-density residential uses surrounded by pasture and forest land. There are <br /> some small pasture and nursery areas within the subdivision. The forest lands of <br /> <br /> Makaula-Ooma abut the subdivision to the north from the 2,100 to 3,500-foot elevation. <br /> Bishop Estate lands of Kaupulehu surround the subdivision to the north at the 3,500 to <br /> <br /> 5,400-foot elevation. These lands are currently used by Hualalai Ranch. The Kaupulehu <br /> Forest Reserve is located mauka (east) of the subdivision. <br /> <br /> 11. ALISH: Unclassified. <br /> 12. Land Study Bureau's Detailed Land Classification System: "E" or "Very Poor". <br /> <br /> <br /> -2- <br />
