General Plan LUPAG MAP: Urban Expansion. The County is currently conducting a <br />comprehensive review update to the General Plan. One of the proposed amendments to <br />the LUPAG Map involves the subject area, which is proposed to be changed to Low <br />Density Urban to reflect the existing single family residential uses in the area. <br />Hawaii State Plan Consistency: Economy, Population, Socio -Cultural Advancement <br />(Housing) objectives and policies. <br />Kona Regional Plan: Residential -4 units/acre (RES 4). <br />Keahole to Kailua (K to K) Development Plan: Existing Residential. <br />10. Ohana Dwellings: Ohana dwellings may be allowed in the proposed State Land Use <br />Urban District and County Single Family Residential zoned district. The applicant has <br />proposed to have covenants incorporated into the deeds of the respective lots to prohibit <br />the construction of an "ohana" or a second dwelling unit. <br />11. Coastal Zone Management, HRS, Chapter 205A: The entire State of Hawaii lies <br />within the Coastal Zone Management Area. The intent of the Coastal Zone Management <br />Program is to guide and regulate public and private uses in the coastal zone management <br />area with respect to recreational resources, historic resources, public access to the <br />shoreline, scenic and open space resources, coastal ecosystems, marine resources, <br />economic uses, coastal hazards, managing development, public participation, and beach <br />protection. The property is located over 5 miles from the nearest coastline and therefore, <br />will not be impacted by coastal hazard and beach erosion. <br />12. SMA: The property is not situated within the Special Management Area (SMA) <br />boundary. <br />DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br />13. Subject Property: The subject property is 1.8629 acres in size and is roughly <br />rectangular in shape. There is a single family dwelling, a storage building and two small <br />sheds presently on the subject property. <br />14. Surrounding Land Uses/Zoning: There are single-family residences within residential <br />subdivisions located in the immediate surrounding area of the property. These include <br />Kona Highlands to the east, Kona Coastview and Kona Wonderview to the south and <br />Kalaoa View and Keahole View to the north.
