Archaeological/Historical Resources: As the site is fully developed, no professional <br /> surveys were conducted of the site. The applicant has stated that should any <br /> <br /> archaeological features or sites be discovered during the development of this project, <br /> work will immediately cease and the applicant will notify the Planning Department. By <br /> <br /> memo dated August 2, 2004, the Department of Land and Natural Resources Historic <br /> Preservation Division has stated that "we believe no historic properties are present <br /> <br /> because residential development/urbanization has altered the land; thus, no historic <br /> properties will be affected by this undertaking." <br /> <br /> 22. Cultural or Native Gathering Rights: As the property is fully developed, there is no <br /> evidence of any traditional and customary Native Hawaiian rights being practiced on the <br /> <br /> site, nor existence of any known valued cultural, historical or native resources in the area. <br /> 23. Traffic: Because Kanoelehua Avenue is a divided highway, left-turns from Kanoelehua <br /> <br /> Avenue to Kuawa Street is not possible. Only right-in and right-out movements are <br /> permitted. The existing improvements mitigate potential traffic impacts. In addition, <br /> <br /> there is only one primary access in and out of the site from Kuawa Street. <br /> 24. Public Access: There is no record of a designated public access to the shoreline or <br /> <br /> mountain areas that traverses the property. <br /> PUBLIC UTILITIES AND SERVICES <br /> <br /> 25. Access: Access to the project site is proposed from Kuawa Street, which intersects with <br /> Kanoelehua Avenue. Kuawa Street is a County road with a right-or-way of 60-feet with a <br /> <br /> curb, gutter and sidewalk section fronting the property. Currently, there are two accesses <br /> to the site. One serves as access to six parking stalls, and the primary access is located <br /> <br /> further to the west on Kuawa Street. Kanoelehua Avenue is a State highway with six <br /> lanes and a divided median. Along this section of Kanoelehua Avenue, the right-of-way <br /> <br /> is 120 feet. The pavement width on one side of the median is over 30 feet wide with <br /> sidewalks along the west side of the highway. There is a sidewalk along Kanoelehua <br /> <br /> Avenue fronting the site. <br /> <br /> -4- <br />
