Hilo International Airport is zoned ML-20 and located <br /> <br /> east/southeast of the property. Commercial and/or industrial uses nearby include <br /> warehousing, aviation related uses, and office buildings. Ken's House of Pancakes is <br /> <br /> located directly adjacent to the property to the north, and zoned CN-10. The property to <br /> the west is zoned ML-10, site of Thy Word Ministries. There are vacant properties to the <br /> <br /> southwest zoned MCX-20, and Morning Dew (bar) and the former Fiasco's Restaurant <br /> and commercial complex are located south of the site and zoned MCX-20. Lands across <br /> <br /> Kanoelehua Avenue to the east are zoned Open. <br /> 12. U.S.D.A. Soil Type: Keaukaha extremely stony muck, 6 to 20 percent slopes (rKFD). <br /> <br /> The Keaukaha Series consists of well drained, thin organic soils over pahoehoe lava <br /> bedrock. <br /> <br /> 13. Land Study Bureau's Productivity Rating: Urban. <br /> 14. Noise Impacts: Existing ambient noise includes airport/aviation use, traffic, wind, <br /> <br /> foliage, and birds. Short-term noise impacts associated with the project are temporary, <br /> and all applicable State rules governing construction noise abatement will be observed. <br /> <br /> 15. Air Quality: The proposed project should not directly impact air quality in the area. <br /> Fugitive dust during construction can be mitigated by compliance with the Department of <br /> <br /> Health's regulations. The only impact to air quality would be associated with vehicular <br /> traffic to and from the site. <br /> <br /> 16. FIRM: Zone "X", an area outside of the 500-year flood plain. <br /> 17. Coastal Hazards: The subject property is located approximately one mile from the <br /> <br /> shoreline, is not an oceanfront parcel, and will not affect, or be affected by shoreline <br /> processes. <br /> <br /> 18. Recreational Resources: The proposed development will not reduce the size of the <br /> coastline or other areas used for public recreational uses. <br /> <br /> 19. Visual Resources: As the site is already fully developed, the proposed project will not <br /> affect the line-of-sight toward the ocean. <br /> <br /> 20.
