APPLICANT'S STATEMENT <br /> 7. In support of this application, the applicant has submitted the following: (See attached <br /> statement. ) <br /> STATE AND COUNTY PLANNING <br /> 8. The present State Land Use designation is Agricultural. The adjoining property is a <br /> mix of Agricultural and Urban. The property immediately to the west of the project <br /> site was changed to the Urban District in 1988. <br /> 9. The General Plan Land Use Pattern Allocation Guide (LUPAG) map designates the <br /> property as Extensive Agriculture overlain with Alternate Urban Expansion. As such, <br /> this request would not be contrary to the General Plan LUPAG map. <br /> 10. The subject property is located within the County Agricultural 10 acre (A-l0a) zone. <br /> The property adjoining the site to the west was zoned RS-15 in 1988 for the "Kupulau <br /> Meadows" subdivision. <br /> 11. The property is not within the Special Management Area of the County of Hawaii. <br /> DESCRIPTION OF THE PROPERTY AND SURROUNDING AREA <br /> 12. The property is a 10.230 acre-parcel located at the intersection of Kupulau Road and <br /> Koaniani Street. <br /> 13. This site is presently unused and is overgrown with native vegetation such as guava, <br /> "Hilo" grass and other miscellaneous grasses and shrubs. There aze no significant <br /> trees or other vegetative features on the property. <br /> 14. Since the site was previously used for the grazing of cattle, it is expected that no <br /> archaeological features exist on the property or that it provides a habitat for <br /> endangered plants or animal species. <br /> 15. There is no evidence of historical or cultural features on the pazcel, nor did the records <br /> at the County Planning Department uncover any significant Endings attributable to the <br /> <br /> ' area or subject property. <br /> <br />
