Hilo International Airport is zoned ML-20 and located <br /> <br /> northeast of the property. The property to the north across Lanikaula Street is zoned ML- <br /> 20, site of Business Automation. To the east is a property zoned ML-10 and Leung's <br /> <br /> Chop Suey House, zoned CN-10. The land northeast of the site is zoned ML-20, site of <br /> Restaurant Osaka, Kilohoku Treasures, Family Home Mortgage Company of Hawaii, <br /> <br /> Green Sands Internet and Harmony Road Music School. Lands to the west in the general <br /> vicinity are zoned RS-10. A property to the north on Kanoelehua Avenue is zoned MCX- <br /> <br /> 20, where there is an existing dwelling. This parcel (TMK: 2-2-37: 29) was rezoned from <br /> RS-10 to MCX-20 by Ordinance No. 98 98 effective September 16, 1998. <br /> <br /> 11. U.S.D.A. Soil Type: Keaukaha extremely stony muck, 6 to 20 percent slopes (rKFD). <br /> The Keaukaha Series consists of well drained, thin organic soils over pahoehoe lava <br /> <br /> bedrock. <br /> 12. Land Study Bureau's Productivity Rating: Urban. <br /> <br /> 13. Noise Impacts: Existing ambient noise includes airport/aviation use and traffic. Short- <br /> term noise impacts associated with the project are temporary, and all applicable State <br /> <br /> rules governing construction noise abatement will be observed. <br /> 14. Air Quality: The proposed project should not directly impact air quality in the area. <br /> <br /> Fugitive dust during construction can be mitigated by compliance with the Department of <br /> Health's regulations. <br /> <br /> 15. FIRM: Zone "X", an area outside of the 500-year flood plain. <br /> 16. Coastal Hazards: The subject property is located over two miles from the shoreline, is <br /> <br /> not an oceanfront parcel, and will not affect, or be affected by shoreline processes. <br /> 17. Recreational Resources: The proposed development will not reduce the size of the <br /> <br /> coastline or other areas used for public recreational uses. <br /> 18. Visual Resources: The proposed project will not affect the line-of-sight toward the <br /> <br /> ocean. <br /> <br /> 19. Flora/Fauna: No professional surveys were conducted of the site.
