Arakaki, Chairman <br /> and Members of the County Council <br /> Page 2 <br /> <br /> The applicant is requesting a change of zone from Single-Family Residential <br /> 10,000 square feet (RS-10) to Industrial-Commercial Mixed 20,000 square feet (MCX- <br /> 20) to expand an existing automotive supply store on Kawili Street located south of the <br /> property. The applicant proposes to construct a single-story building consisting of <br /> approximately 7,168-square feet on the site. As indicated on the preliminary site plan, <br /> <br /> there will be a driveway connecting both parcels. The applicant as indicated that the <br /> parcels are not proposed to be consolidated. Proposed are 25 parking stalls for the new <br /> structure, a handicapped stall, and, if required, a loading zone. The preliminary plans <br /> show a setback of 60 feet from Lanikaula Street and a 50-foot setback along its eastern <br /> property line. Construction is proposed to commence within the next 12 months. The <br /> estimated cost of the project is $500,000. <br /> <br /> In order to consider an area for any type of zoning designation, the applicable <br /> goals, policies and standards of the General Plan must be adequately addressed. It is only <br /> through such a comprehensive policy analysis approach that evaluations and decisions <br /> can be made to better time and stage developments to achieve growth determined by the <br /> General Plan and related planning documents. The implications of these evaluations and <br /> decisions must also be considered as they may have an impact on similar areas in the <br /> County. <br /> <br /> The Change of Zone request from a Single-Family Residential 10,000 square feet <br /> (RS-10) to the Industrial-Commercial Mixed (MCX-20) zoned district will conform to <br /> the goals, policies and standards of the General Plan Economic and Land Use Elements. <br /> The General Plan is intended to be used as a policy guide for the coordinated growth and <br /> development of all sectors of the County. The overall goals, policies and standards are <br /> set forth to physically plan the lands in the County in the best interest of the island's <br /> residents. Land Use is one of the principal focal points of public concern and policy. The <br /> Land Use Element provides the primary basis for direct control and guidance of publicly <br /> and privately owned resources. <br /> <br /> The request conforms with the goals, policies and standards of the General Plan in <br /> that the proposed development will be developed in an area adequately served by <br /> necessary services such as water, utilities, sewers and transportation systems. The <br /> applicant is requesting an Industrial-Commercial mixed zoning. The proposed project <br /> conforms to the Land Use - Industrial sub-element which states that "Industrial <br /> development shall be located in areas adequately served by transportation, utilities and <br /> other amenities." <br />
