Arakaki, Chairman <br /> <br /> and Members of the County Council <br /> Page 4 <br /> <br /> The land uses in the immediate area are a mix of commercial and industrial uses. <br /> Hilo International Airport is zoned ML-20 and located northeast of the property. The <br /> property to the north across Lanikaula Street is zoned ML-20, site of Business <br /> Automation. To the east is a property zoned ML-10 and Leung's Chop Suey House, <br /> zoned CN-10. The land northeast of the site is zoned ML-20, site of Restaurant Osaka, <br /> Kilohoku Treasures, Family Home Mortgage Company of Hawaii, Green Sands Internet <br /> and Harmony Road Music School. Lands to the west in the general vicinity are zoned <br /> RS-10. A property to the north on Kanoelehua Avenue is zoned MCX-20, where there is <br /> an existing dwelling. This parcel (TMK: 2-2-37: 29) was rezoned from RS-10 to <br /> MCX-20 by Ordinance No. 98 98 effective September 16, 1998. <br /> <br /> All utilities and services are available to the site. Access to the project site is <br /> proposed from Lanikaula Street, a County roadway with an approximately 50-foot right- <br /> of-way, and pavement width of 20 feet. There is a section of sidewalk fronting a <br /> commercial/industrial complex approximately 500 feet west of the property at the corner <br /> of Lanikaula and Laukapu Streets. As part of the rezoning approval, this property was <br /> required to set aside a five-foot road widening strip along Lanikaula Street. According to <br /> the applicant, the proposed project will have some traffic impacts. The intersection of <br /> Lanikaula Street and Kanoelehua Avenue is not a full-movement intersection and traffic <br /> from Lanikaula Street to Kanoelehua Avenue is limited to a right-turn only movement. <br /> <br /> According to the Department of Public Works, "within the vicinity, Lanikaula <br /> <br /> Street's right-of-way is 50 feet wide. The applicant shall provide full improvements to the <br /> entire frontage along Lanikaula Street consisting of, but not limited to pavement widening <br /> with concrete curb, gutter and sidewalk, drainage improvements, and any required utility <br /> relocation, meeting with the approval of the Department of Public Works." Kanoelehua <br /> Avenue is a six-lane State highway with a divided median in the project area. <br /> <br /> As the County waterline fronts Lanikaula Street, it is anticipated that a 5/8-inch <br /> meter would be sufficient for the proposed use. The applicant will install an additional or <br /> larger meter and a backflow preventer, if required. The project will connect to the <br /> County's sewer line. Solid waste will be handled by commercial haulers. If required, a <br /> Solid Waste Management Plan will be prepared. Electricity and telephone services are <br /> available to the site. <br /> <br /> The property has no severe geological or topographical problems which cannot be <br /> rectified or which would render the land unusable. The project site is located within Zone <br /> "X", area determined to be outside the 500-year floodplain. All development generated <br /> storm run-off shall be disposed of on-site and not allowed onto adjacent properties or <br /> roadways. <br />
