I've been going thru Jai's questions. Most of them are technical, and are in relation to interpretation and enforcement, <br /> not the drafting of the proposed bill. <br /> 2. If you choose to do so, the following amendments are in red: <br /> A. p.3, 3-3(a)(1), Aerial Sign: add "balloon used as a sign, or an airplane banner" <br /> B. p.5, 3-3(a)(25), Portable Sign: delete "balloons used as signs" (clarifying a balloon is an aerial, not portable, <br /> sign) <br /> 1) Jai also suggests deleting regulating "signs attached to vehicles because it is too difficult to enforce <br /> A. p.6, 3-3(a)(28), Sign: to clarify this does not apply to the street addressing requirements of Chapter 14, aka <br /> "house numbering bill," Ordinance #04-82, enacted 7-15-04 <br /> B. p. 6, 3-3(a)(28), Sign: to clarify this does not apply to sculpted ornamental shrubbery or ground cover (such <br /> as the sculpted shrubbery saying "PKP" alongside the highway at Prince Kuhio Plaza or the "Nani Mau" <br /> shrubbery) <br /> C. p.8, 3-5, Multi-faced Signs: add #b for "spherical orthree-dimensional signs" (such as a balloon) <br /> 1) Question: Is the intent to regulate the "Union 76" gas station rotating spherical sign? <br /> If yes, what category of sign is it considered? <br /> 2) The actual formula to compute the surface area of a sphere is: 4 pi x radius squared <br /> That's too complicated, so I put in a "formula" which does not directly correspond to the true formula. <br /> 3. Brian Kajikawa also suggests: <br /> A. p. 6, 303(a)(28),line 11 of "Sign": delete "flags" <br /> Enforcement would be difficult. Example: If McDonald's takes down its M flag nightly. <br /> Is that a permanent sign? Temporary? <br /> 4. Temporary Banners, p. 11, 3-9(a)(1) <br /> A. Current sign code 3-32(b) requires anyone who wants to erect a temporary banner OVER a street must show <br /> proof of insurance, and name the county as an additional insured. Chapter 22-3.4(2) also requires the written <br /> consent of every property owner directly fronting the proposed banner site. <br /> B. This insurance requirement has been deleted from the proposed sign code (during the numerous drafts). <br /> Was this intentionally omitted, or just an oversight? <br /> C. I agree with Galen Kuba's input that "Banners" should be addressed in the Sign Code, rather than in Chapter 22 <br /> "Streets & Sidewalks," especially for the lay person who is looking for the relevant code section. <br /> D.
